You will need:
1. Wine or champagne cork (you can boil it to expand it a bit, or just use the one you boiled your octopus with);
2. Feathers, fluffy fabric, maybe also some string or oiled paper strips that make noise;
3. Glue.

Putting it together is easy: just decorate the cork to your cat's preference. Secure with glue and do tie the strings.
